Egyptian Ministry of Health — Healthcare Facility Technical Standards

Current Edition (2023)

Issuing Authority: Egyptian Ministry of Health & Population

The Egyptian MOH Technical Standards define the minimum engineering, spatial, and operational requirements for all licensed healthcare facilities in Egypt. Compliance is mandatory for facility licensing and is verified by MOH inspection teams prior to operational approval. MAHAM Solutions designs every project to achieve first-submission MOH approval — a standard we have maintained across 100% of completed projects.

Applicable Room Types

  • Operating Theaters
  • Intensive Care Units (ICU)
  • Isolation Rooms
  • Emergency Departments
  • Radiology & Imaging Suites
  • Sterile Processing Departments (CSSD)
  • Pharmacy & Compounding Suites
  • Neonatal ICU (NICU)

MAHAM Verification Commitments

  • Pre-submission MOH documentation package prepared by MAHAM technical team
  • Independent commissioning agent engaged for all critical systems
  • BMS data logs provided as evidence of continuous compliance
  • As-built BIM models submitted with licensing application
  • 100% first-submission MOH approval rate across all completed projects

Key Clauses & MAHAM Compliance Approach

ASHRAE 170

Ventilation of Health Care Facilities

ASHRAE Standard 170-2021

Issuing Authority: American Society of Heating, Refrigerating and Air-Conditioning Engineers

ASHRAE Standard 170 is the definitive international reference for healthcare HVAC design, specifying minimum ventilation rates, pressure relationships, filtration requirements, and humidity control for every room type in a healthcare facility. It is referenced by Egyptian MOH standards and forms the technical backbone of all MAHAM HVAC designs.

Applicable Room Types

  • Operating Rooms (Class B, C)
  • Trauma Rooms
  • Delivery Rooms
  • Recovery Rooms (PACU)
  • Intensive Care Units
  • Airborne Infection Isolation Rooms (AIIR)
  • Protective Environment (PE) Rooms
  • Sterile Processing (Decontamination & Sterile Storage)

MAHAM Verification Commitments

  • HVAC design basis report references ASHRAE 170 Table 7.1 for every room type
  • Commissioning protocol includes verification of all ASHRAE 170 parameters
  • Airflow measurement reports provided at handover
  • Smoke visualization studies conducted in critical rooms
  • Annual re-commissioning recommended and offered as maintenance service

Key Clauses & MAHAM Compliance Approach

NFPA 99

Health Care Facilities Code

NFPA 99-2021 Edition

Issuing Authority: National Fire Protection Association

NFPA 99 is the comprehensive code governing medical gas systems, electrical systems, and fire safety in healthcare facilities. It defines the design, installation, testing, and maintenance requirements for piped medical gas systems and the Essential Electrical System (EES) that ensures power continuity in life-safety environments. All MAHAM medical gas and electrical installations are designed and tested to NFPA 99 requirements.

Applicable Room Types

  • All patient care areas (Category 1, 2, 3)
  • Operating Rooms & Procedure Rooms
  • Intensive Care Units
  • Emergency Departments
  • Anesthesia Work Areas
  • Medical Gas Storage & Manifold Rooms
  • Generator & UPS Rooms
  • Electrical Distribution Rooms

MAHAM Verification Commitments

  • Independent NFPA 99 Chapter 15 medical gas verification by certified verifier
  • EES commissioning test reports provided at handover
  • LIM calibration certificates provided for all isolated power panels
  • ATS transfer time test reports included in handover documentation
  • O&M manuals include NFPA 99 maintenance schedules for all systems

IAEA RS-G-1.5

Radiation Protection in the Design of Radiotherapy Facilities

IAEA Safety Reports Series No. 47

Issuing Authority: International Atomic Energy Agency & Egyptian Atomic Energy Authority

IAEA RS-G-1.5 and the associated NCRP Report 151 provide the calculation methodology and design guidance for radiation shielding in diagnostic imaging facilities. All MAHAM radiation shielding designs are based on medical physicist calculations to these standards, and every completed installation is independently verified by radiological survey before clinical use.

Applicable Room Types

  • X-Ray Rooms (General & Fluoroscopy)
  • CT Scanner Vaults
  • Catheterization Laboratories
  • PET-CT Suites
  • Nuclear Medicine Hot Labs
  • MRI Suites (RF Shielding)
  • Radiotherapy Vaults
  • Bone Densitometry Rooms

MAHAM Verification Commitments

  • Medical physicist engaged for all shielding design calculations
  • Shielding calculation report provided before construction
  • Independent radiological survey by EAEA-approved physicist post-installation
  • Zero radiation leakage confirmed on all completed projects
  • Survey reports included in facility licensing documentation package
